In most cases a rain water tank is installed for watering, washing cars and topping up pools. The down pipe is re-directed into the tank via a water diverter to catch any rubbish of your roof. The water then enters the tank and fills.The overflow is the water that goes back into your stormwater after the water tank fills to the top. A pump can be then fitted to the tank to use the hose for gardening and at the moment the government have very good incentives for connecting to your toilet and washing machine.
It is determined at time of quote what size in the water tank is wanted, how much room it would need, whether it can be put in the back yard or down the side of your house and if it would need to go through fences or through any neighbours yards.

The rain water tank needs to sit on a level base. This could be fine gravel e.g. crusher dust, sand or concrete slab depending on style.
